Why did Ford move the fuse box behind the passenger side kick panel in 2004 on the Ford Ranger?

Why did Ford move the fuse box behind the passenger side kick panel in 2004 on the Ford Ranger? The fuse box location was just fine in the 1995-2003 Ford Ranger, why did they change something that worked for 9 years?|||Probably to make it easier for them to build, or to try to keep owners from repairing the truck itself
